Open Letter in response to the Uganda Communications Commission’s New Regulations

The African Declaration on Internet Rights and Freedoms (AfDec) Coalition has joined the NetRights Coalition to denounce the new Public Notice issued by the Uganda Communications Commission, which now requires a process of registration for all persons who offer the provision of online data communication and broadcasting services. This new process of registration infringes on the freedom of the media and the right to freedom of expression in Uganda as it encourages a form of self-censorship and deters bloggers, media workers and journalists to do their work without fear or prejudice. Therefore, in this open letter, we urge the Uganda Communications Commission to consider the impact of this Public Notice on its citizens’ digital rights and to consider withdrawing this order as it infringes on citizens’ rights and violates the provisions of the Constitution of Uganda.
